You can try define art a million different ways but usually it all comes down to what art does to make you feel, its ability to twist your mind and emotions, and there is plenty of anime and manga who do that beautifully regarding many types of thoughts and emotions

OP is baiting but it's actually kinda sad that the medium hasn't produced anything noteworthy that would compare.

Even the best of the best like Ghibli's works, Akira, Cowboy Bebop and Berserk are still very naive compare to what actual masters of a craft can produce.
One could say that music, literature and paintings have had way more time to mature but Film hasn't been around for that long and has prdocuced similar displays of artistry.
Anime is running out of time to prove itself.
