Having your secret floor not at the bottom seems just inconvenient if any worker would have to move between 12 and 13 for maintenance of the more public elevator unless you want to explain why there is so much space between the two floors. Have it be the secret floor at the deepest level instead would mean those never would have to interact with that by default.
