The author doesn’t pay attention to how the powers work, so he contradicts himself every so often. So, asking this question is pointless. Accel did use his power more like general TK before, where he manipulated things that weren’t directly touching him, but him being able to suspend something without continuously using his power is unknown.

Everything moves, so everything has vectors. Besides, Accel uses vectors as in a mathematical concept, not just the concept in physics.
1) Magic making his power work differently is a good enough excuse in my opinion.
2) One of the appeals of the series is autistically thinking about the powers, so there's always going to be some autist offended if you change things in a way that doesn't make sense to them. And that offense is justifiable considering the author is probably working with the same mindset of "this power doesn't make sense scientifically so I can change it" while not considering their point of view will never be truly objective. As long as you own up on the choice as an author instead of trying to justify it with appeals to Science! or canon, you have no reason to give autistic complaints a second thought.
The zero vector is a vector. Also, scalars are just one-dimensional vectors.
