Problem with Venus is that she's a more well-rounded/balanced character than the other Sailors, so she has no stand-out role to play. Plus she has too many similarities with Usagi, what with her being the original protag, leaving her looking more like a tag-on than a proper addition.

Mars is already the pervert, and the veteran stuff lasts for all of two episodes in the first season. It's not that Venus doesn't have traits, but none of hers standout to make her distinguishable among the other Sailors. Usagi is the dumb crybaby with a pure heart. Ami is the chill big brain mediator. Rei is the sharp-tongued flirtatious hothead. Makoto is the prickly pear tomboy. And Venus is... well, anyway you try to summarise her would be just wrong. If you really try to go for it you could say she's "Usagi if she wasn't retarded", but it's more like that she shares traits with all the other Sailors, aside from them all being caring towards one another. She has no box of her own to occupy, because characters like her are meant to be leaders, but she isn't, that role was given to Usagi.
I honestly have no idea what Naoko was thinking when crossing Sailor V and Moon. Surely she would have noticed that you couldn't put TWO main-lead protagonists in the same group without one cannibalizing the other.
