Because the anime was more than nipping at the heels of the manga by that point and it's somehow actually cheaper to run a filler arc than go on a break. Like it's easier to keep an engine running with shittier oil than it is to get it revving again once the better lubricant becomes available again, even if it causes some damage to the parts. That's the best metaphor I can give you.
They did the crew singing the first opening for the filler flashback episodes. Thematically it works, but it was still greatly irritating.
