They all learn English to a certain extent. His English in the manga is better than most manga authors so either he does more research when he names something, or his editors do. Given his number of editors it's more likely the former, though.

Good question! I personally only watch anime dubbed in English, even though I am a native speaker of Japanese. I did not watch the anime version of my original work "One Piece" until it was dubbed in English, as I cannot stand the mind raping sound of the japanese voice cast. I would rather hear the show through the filter of my second language, and thus avoided it until it was available in that way.
