In Emilia's case it kinda is considering that she accidentally freezed a family including a little girl to death in Frozen Bonds since she couldn't control her power and is rightfully feared both due to this power and looking exactly like Satella. Her adopting the moniker Witch of Glaciation, the same thing those who feared her called her, doesn't really help matters.
