He has an unbeaten record against his rival and they still motivate each other to reach new heights of strength to this day, multiple decades after their rivalry was established. If Vegeta isn't the greatest rival in anime&manga ever, he does at least stand a serious claim for the title.

Seto Kaiba is a fascinating character in the sense that he reads as he was written during an acid trip, but he's kind of a terrible rival. He basically poses no threat to Yugi/Atem and he's not really that important for Yugi's journey from his own perspective. I'd say Amuro vs Char is a bigger rivalry than Yugi vs Seto, let alone Goku vs Bejita.

Sure, you can say that "but he failed to conquer earth" or "he cheap shotted Goku!" but those aren't relevant to the fights themselves, besides, when things like that happen to other characters we still count it as victories for them.
