Objectively yes. Her biggest fault is her naivety and her overwhelming desire to save life at all costs.

Yes of course, she has some strange values but always does her best to help. Gavrill is nice too, Veronica’s the only one you need to stay away from

really depends on how you define what a good person is. her intentions are clearly for the greater good, but she oftentimes never looks beyond what she does and inherently causes problems due to her naivety. the real question is if her hijinks are ultimately beneficial or harmful to humanity, which would be an interesting discussion on the ethical and moral problems she causes or attempts to fix.

Was there ever an instance where someone goes "I'll pay you to do obviously evil shit" and Fran said okay? Genuine question. As far as I know, she's so kind that people take advantage of her easily with sob stories.

Well, she happily saves the lives of crime lords, dictators etc that a lot of people would consider evil to help. But to her saving lives is an inherently good act, and they pay very well which helps keep the place running so she can help others.
And people occasionally lie to her to get her to do stuff, like iirc with the catgirl idol they were telling her it was some sort of dream of the girl instead of just her owner wanting an exotic prostitute, which wouldn't be necessary if she had no scruples. But on the other hand she's clearly only lightly concerned with consent at the best of times so maybe it wasn't needed anyway and the guy just expected to have to lie.

Morally speaking a doctor shouldn’t refuse treatment to a person based on his personal judgement of said person. The law system is the one who should judge and what kind of punishment that person deserves while the doctor function is to treat people who needs treatment.

Name one person who lived happily ever after her treatment.
Even if you do they will just die in Frantic when the author remembers one got away unscathed

And I think she's implied to do relatively normal doctor shit all the time, she's the highest regarded surgeon on the planet, they're just boring so we don't get chapters about that.

Sure, vut it's supposed to be within the legal system. If the crime lord comes to your hospital you call the cops before/while you save his life. If you fix him under the table for a huge fee because he can't go to a normal hospital, that's definitely criminal and arguably immoral, but to Fran it doesn't matter because lives still get saved.

Like other anons have said, Fran's intentions are always pure. For every fucked up treatment we see, Fran probably saves 10 people from ass cancer. It's just that despite being the genius that she is Fran simply can't into the real consequences of her actions. When she's called out by a moralfag in this chapter Fran got really sad. If she was evil she wouldn't.

That's a good way to have a mysterious fire in the night the same evening you commit suicide with two bullets to the back of the head. Besides, police know where crime lords are, the hard part is getting evidence needed to perform an arrest and get a conviction.
