90s art was just plain superior from a technical perspective. Even the cutsie stuff had better technique and craft to it. Now it's mostly just a potatoe face, with pasted eyes, and pasted hair with after effects. And it's getting even fucking worse. Looks like the shit gaining popularity has characters that can barely be registered as humans, they've been so moefied.
Gap moe is timeless.

It doesn't have any less detail. Threads like these are just people who want to try and rationalize their nostalgia.
I prefer 90s and early 00s styles myself, but I'm at least self-aware enough to not delude myself into thinking there's been any measurable difference in the technical quality of the drawings.
The only thing that's changed in the art are certain stylization trends and whether you're on board with those is up to taste.
If anything the modern use of digital effects and more complex compositing pipelines makes the animation process now more complicated than ever.

then it would just look digitally grainy though. i don't think there's any substitute for the organic quirks of hand drawn. they could use way more appealing and natural shading though. I'll never understand why everything is so... shiny?
