Why does Japan, more often than not, depict Yandere women as harmless whenever they show up in a RomCom? We’re talking about a mentally unstable woman who would kill those around her for the flimsiest reason, yet for some reason, Japan depicts them as harmless and almost comedic. Why then dissonance?

Just because they won't physically hard you doesn't mean they're harmless. When you've got a yandere after you then unless you're a shut-in you basically lose all freedom since even slightly interacting with someone else will set one off.
