Bras don't have the kind of cultural baggage attached that panties - and in particular upskirt photos without the subject's permission - have. It's probably down to TV network guidelines rather than studio decision.

Pretty sure TV Asahi has shown pantyshots in the past. Heck, they aired Sailor Moon and that had pantyshots. Sure technically most of them were actually leotard shots, but it also had some genuine non-leotard pantyshots.

It's a relatively recent guideline, I'm pretty sure. And even then, panties themselves can still be seen, either unworn or when a character is clad only in her underwear. Even then upskirt panty shots aren't actually banned; it just seems like the studio needs to justify them, and they either can't or don't bother unless it's somehow a plot point or specific selling point.

RPG Fudousan had not one but two upskirts in the same episode just a few weeks ago. Sure it's a different channel, but it shows that it's not a general thing.

From memory, RPG Fudousan wasn't actually upskirt, but skirt not being fastened, so panties were visible from the top.

It's very strange that it got censored considering part of the gag was that the panties were visible. Censoring the panties also nerfed the joke.
