Just for designs, 80s for physiological variety and early-mid 90s for flashy hair/clothes, but 80s art was generally better.

From the image its a hard choice between 70s and 80s. I feel like 70s did facial proportions better, but 80s did eyes and hair better.
Anything with cells > digital, so the cutoff is 90s.
