>[The moisture station in front of Kamiyama Park]
>Signs: The moisture station in front of Kamiyama Park, Anti-dry camp
>And this is?
>The moisture station in front of the park.
This is a KochiKame reference. The full title of that series is "Kochira Katsushika-ku Kameari Kōen Mae Hashutsujo", i.e. "This is the police station in front of Kameari Park in Katsushika Ward." Kumeta has replaced "hashutsujo", meaning a small police station, with the made-up term "hoshitsujo", meaning "moisturizing place". Additionally, he's switched Kameari for Kamiyama, which I believe is a Shibuya neighborhood, and Ikko says "kochira" upon seeing it.
>Their job is to uphold the citizens' safety and moisture.
>Sign: Today's cases - Dry, 0 - Half-dry, 1
>Day after day, they fight against evil organizations plotting to dry us out.
>Right to left: Dry Union (Banner: Dry (Star) Superiority), Private Tutor Dry, Pro-Drought Groups
References respectively to motorcycle gang Kanto Rengou (Kanto Union, replacing Kanto with "kansou" meaning "dry"), some kind of tutoring service called TRY, and the term "kankyouhogodantai", which means environmentalist group (again, replacing "kankyou" meaning environment with "kansou").
>Won't you join us in trying to grant the citizens moisture, Ikko-san?
>Certainly, Uetto-senpai!
>Big sis, so you were in a place like this.
>My, what's the matter, little brother?
>Sorry.
>I broke Ikko-chan's precious toy.
>Huh?
>What, that's all it was?
>Don't worry, I don't mind.
