This is a KochiKame reference. The full title of that series is "Kochira Katsushika-ku Kameari Kōen Mae Hashutsujo", i.e. "This is the police station in front of Kameari Park in Katsushika Ward." Kumeta has replaced "hashutsujo", meaning a small police station, with the made-up term "hoshitsujo", meaning "moisturizing place". Additionally, he's switched Kameari for Kamiyama, which I believe is a Shibuya neighborhood, and Ikko says "kochira" upon seeing it.
