As far as I'm aware, Oda has always referred to this part of the Story as The Four Emperors arc, which includes everthing from Zou through Wano. He's been pretty constant about the use of the word arc too. I think the term saga was adopted by the fanbase, because they were already calling the subarcs arcs and didn't want to switch terms. The last arc Oda is refering to here will probably include multiple islands.
