That's only part of it. Bad sailors, bad officers (not all of them), no faith in the navy or the country or the war. Bad leadership from the top down and nobody wanted to be there. Russia was fucked in general at the time, there's a reason they overthrew it all a decade later (and then fucked it all to hell), and a lot of people were unhappy.
Because WW2 sucks and is boring.

The czar sent an outdated, badly led and badly manned fleet built for the Baltic sea, around fucking Africa and the Indian Ocean. The Japs of course knew so they launched a surprise attack.
