It's approachable.
Even rather young children can enjoy it, and it's written in a way that makes it endearing to an older audience.
That, combined with the continuous-story-driven narratives of manga and anime, made sure that readers never grew out of it (unlike, say, typical readers of american comics that either repeat stories every five years or retcon everything every ten, making everything pointless).
I'm not a fan of recent arcs, but that doesn't change the fact that Oda did a lot of things right for at least 15 years.
