The 90s was dominated by stuff like Dragonball Z, YYH, Gundam Wing, still very much in the model of the traditional masculine hero. Anything you can name outside of that model was the exception rather than the norm.
Even if you want to blame Evangelion for popularizing the beta MC, it still needs to be remembered that Shinji’s inadequacy was a source of constant stress and conflict for him. As opposed to Hiro in FranXX, where he has no trouble asking 02 to save him, and this is presented as a positive thing that the male audience is supposed to identify with.
