She's a woman though, and not the hero of the story. She accepts both of these points this by the end.
Moreover, wanting to be or be seen as the opposite sex doesn't make you trans. Believing yourself to be biologically dislocated from your body and suffering dysphoria for it does.

Togata wished to be seen as man because men were the heroic subjects to the movies and media she idolized, but knew she wasn't nor could be a man, conflicting with her wish to be a hero like in the movies. That was the pain and central conceit of her character, and coming to terms with that while passing the torch (literally and figuratively) to Angi represented the fulfillment of her character arc.
