The bigger question is why didn't the WG take over Wano years ago before Kaidou got there if they were so weak? Oden is the only Wano character that rose above Vice Admiral tier in since Ryuma 400 years ago maybe.

user it's spelled out in the story. the 3 great powers keep everything in check where no one can attack another without suffering casualties themselves. if the WG attacked they would suffer losses even if they won and then another emperor could hit them.

it was made explicit from the moment they appeared that the supernovas were highly ambitious and positioned to shake the status quo.
also you're forgetting that beating Kaido took a 20 year long plan plus a not insignificant percentage of Kaido's forces defecting to the other side.

Paying out the bounties for multiple Yonko would crash the economy. Kaido was fated to only ever be defeated by Joyboy. Shanks is probably in league with the government. And Big Mom and Black Beard don't do anything that's objectional to the world government other than hold territory, so it's not economical to take them down.

Because, as far as we the readers have seen, there are maybe 10 non-pirate individuals that could hurt (let alone kill) a Yonkou. And even for an Admiral, there's a serious chance of dying in the attempt. When your list of incredibly valuable assets are in the single digits and most are in major positions of power/command, you don't take unnecessary risks that could make you lose them.
