I disagree. It seems more likely that Machi's behavior at the end of the final episode is a gag, which people interpreted as a full mind break due to its unfortunate episode placement.
This is supported by the second Kuma Miko special. The end of the special occurs after the final events of the regular anime, and has Machi and Natsu watching TV while eating the cake ordered at the end of episode 12. Miko behaves normally and seems jealous upon hearing that Natsu won the mascot contest; pic related is canonically the last thing she says in the anime adaption. The reappearance of her normal behavior and a lack of terror over the big city ultimately suggests that her mental trauma subsided and that Machi will likely resume wanting to attend high school in the city.
I believe it was just poor timing of the gag (the final episode) that led the viewers to think this. One might argue that the specials were made after the fact, and thus are an attempt to placate the audience, but in actuality the specials came out not very long after the final episode aired, with the first one being released not even a week after the broadcast of the final episode. Clearly it's impossible for the reaction to the final episode to have influenced the first special at all, especially since it was released with the BDs, not broadcasted. While there may have been time to change some things with the 2 special, it isn't fair to imply the specials were made entirely in response to the public backlash. Moreover, the plots for the specials were decided well in advance of the series finale. As you can see here, the title for the second special, "Nacchan, ShÅgeki Debut!", was announced well before the 12th episode:
