Most of the time its fucking shit, unless the artist is really good or it feels like an expression of something.
I feel like half the time its done as some girl boss propaganda or a response to trauma in which they feel they need to "shed their femininity" to become stronger or something, which is always cringe. Its generally better to start short or have it be part of a character destruction (since its rarely used to develop).

Imho it's fine but it should have minimal narrative relevance. A character deciding to get one because they saw a cool one in a magazine or joined a sport/club or something is best, getting more confident and paying more attention to their appearance in general is fine, and doing it to nail in a major change is bad.
Also, I think it'd be cute if it was done in a season change/magazine change/hiatus return chapter just as a little nod that the series took a break.
