You're overthinking it. While art in Megami is official it is not meant to be taken as canon. It's just promotional art. It does not mean that Darjeeling and Miho are an official couple or anything. It's fanservice, meant to be enjoyed but not taken too seriously.

There is no canon yuri in garupan, it isn't focused on those kinds of things. The closest you probably get to even a canon lesbian is Naomi and that's largely due to her characterization in the gag manga. But as an all-girl series it shouldn't be surprising that the fandom is largely invested in yuri and thus the fanservice sways that way as well.
