This is the key point here. Loli porn is ultimately not cp and shouldn't be handled as such, it is in no way harmful since it doesn't carry the same baggage actual cp does. Higher demand for cp means a lot more kids will be abused on video, higher demand for loli porn means doujin artists might not die of starvation next winter. Any potential legislation that handles both the same way is fueled by pure, unsubstantiated moral outrage akin to modern music and video games leading to mass shootings.

Illegality does not decrease demand. Look at drugs.
Criminalizing the simple possession of anything, whether it be drugs or CP, is objectively tyrannical. The cases of child sex abuse in Japan actually increased after they made the simple possession of CP illegal.
CP is not inherently abusive anyway, as lot of it is filmed by children themselves.
