No. He technically has a character, but it's so uninteresting and unappealing that he might as well just be a cardboard with "big powerlevel I guess" written onto it.
People meme Jiren as being a bland cardboard, but he had an actual story to tell, he had a reason to fight, and he had ideals he believed in, which clashed with Goku's.
Broly... what does Broly have?
He did not have a single reason to keep on fighting when Paragus ordered him to stop, he kept going... because?
There's hints of a driving force sprinkled early in the encounter with him, but it's never expanded upon. Goku tries to talk him out of fighting, but it's immediately discarded for the pummel party. You don't know why Broly fight except maybe for WAKU WAKU, you don't know what he thinks of the battle, you don't know whether he likes it or not, you don't know anything about him.
He's too bland to be interesting, and he doesn't even feel threatening.
I can guarantee that there is not a single person here that genuinely believes that Broly wasn't just a punching bag for the entire movie here, it's just memes. How could anyone think "holy shit, he's strong, Goku and Bejita might actually be in trouble here" when they just punch him down every time he powers up?
You know they have so many possible answers to anything he might do that it's impossible to think he might be winning. He doesn't feel overwhelming because 3/4 of the movie is him getting hit. Even Gogeta was just toying with him the entire time.
