I mean sure they needed some fapbait and it worked but her character along with the other kaiju villains was pretty one dimensional with dumb motivations. She especially just goes with the flow and brags that she does kaiju things just because she has nothing else

The irony. Gauma wasn't resurrected by a kaiju, it was probably Dynazenon itself or a similar higher force that did it, for the sole purpose of watching over the reincarnations of him and the princess.
The eugenicists on the other hand were revived by a kaiju, probably created by the villain seen dropping the marbles in episode 1 (in one of the audio dramas she mentions having a job, and that's most likely working for him), but if she rejected kaiju there'd be nothing keeping them alive.

It's pretty much all spelled out in the final scene with Shizumu. The eugenicists are free from everything, even from time and death, but that also means that they have nothing. Even the relationship between them is completely hollow, at some point the show seemed to ship Mujina with Juuga but literally nothing came out of it, when they run out of kaiju they part ways without a word because it all meant nothing. I guess it's more abstract than the motivations in Gridman.

It's to showcase how similar they were since both were aimless at their lives and have no idea what they want to do most of the time except in the latter part of the series where they finally decided on what to do for themselves instead of relying on others for guidance. At least that's my takeaway from it.

Actually, it seems more abstract, but the essence is the same. Akane was in the same situation as the kaiju eugenicists, her too had absolute freedom inside the computer world, she couldn't die and could freeze time forever. But at the same time it all meant nothing for her, she couldn't grow and progress with her life.

That's the impression they gave off at first, a much better fit than Koyomi/Mujina. But that never went anywhere and at the end there was no bond whatsoever between any of the eugenicists. Juuga was the least aimless of them anyway, he was always the most determined with the human extermination plan.
