Oh he can, and that's how Araki no doubt intended him, I just see quite a bit of evidence for Asperger's, particularly when you consider the way Jotaro acts when Jolyne trips. Not to mention Araki's own description of Jotaro as assuming everyone knows exactly what he's thinking, so he doesn't need to explain himself. The dude is incredibly socially awkward at the very least.
