Maybe not, but going through (overall) very shitty arcs like Dressrosa, Wano, Fishman Island just for rare but great moments like Enies Lobby and Usopp v. Sugar doesn’t mean the quality is better than Skypiea. All three major villains preceding skypiea were effective as antagonists who the crew had to figure out how to beat. With Kaido, the strongest creature, they only needed to punch him really hard without any clever trick. With doflamingo, a character OP for 0 reason they only needed to punch him really hard without any strategy. There will never be a better series of fights in One Piece than Luffy v. Crocodile, it’s a dead series walking.
I think generally everything before the time skip was pretty good, I wouldn't draw the line at Skypiea.

Pre-timeskip is a classic adventure story, post-timeskip just suffers from too much bloat. There are still lots of great individual moments but the whole package suffers from bloat. Even the repetition could be more forgivable if the arcs were shorter and focused less on the million side characters who are mostly unremarkable and stock.
