Blame Production IG. They could've done it themselves but decided to let the studio Shinji Aramaki works for do the animation when they exclusively work in 3D it seems.
I mean honestly 3D isn't even the problem, it can be done well, but the style in the show is shit. The backgrounds are too realistic and too clean but the characters are still in this anime style that clashes with it hard, on top of the models themselves having this weird mix of being too plain with weirdly high level of detail at the same time. It just looks weird and doesn't fit the world at all.
