How does it work? How does it fucking work? On the surface it seems your train hard you become strong, but if you closely it seems everyone has varying caps to their strength. Why was Jinbei leagues ahead of Arlong? Did Arlong really cap out so pitifully weak? Did Luffy become as strong as he is because he worked for it or because he's blessed with grandpa's genetics? It doesn't help that the big names of One Piece were more or less born with their powers, Big Mom, Kaido, Oden. This power system is bullshit.

I think Oda is not considering something as "a limit" to how much people can grow (literally, in height as well). What this entails to, is that if you are determined to always gets stronger and are faced with scaling challenge you will, well, get stronger. Arlong is not pitifully weak, he was probably along the strongest guys in East Blue at that point, but he wouldn't last in the Grand Line. The time he spent under Fisher Tiger was, well, under Fisher Tiger, a guy that was wildly stronger than him. The same as why Nami didn't need to get as strong as Luffy because she was always facing the weaker guys of the island/crew.

Weirdly it made Rokushiki into a numbers game like Dragonball powerlevels. Then that was ignored for another 6-7 years until Haki and Haki does not really follow it's own rules either.
Haki is inconsistent since it at first had things like haki can enhance things, but then going all black means haki power is super dooper powerful, then Law shit on that concept. Also lots of swordsmen and Doflamingo were not changing color when they used even superior haki than that so now it makes little sense. And CoC Haki can also cover the body like CoA Haki and is only countered by someone else with CoC Haki so it's an even specialer power than the others together.
And on top of that someone can cover their skin with CoA haki, CoC Haki then add in a devilfruit power and be invincible.
So going all black with CoA haki is more of an intermediate power for someone who is good but not one of the best since the best Haki users do not change color, and the best of the best have CoC Haki and that defends against everything everyone has except someone else also having CoC Haki. Until someone has a cartoon character devilfruit and that counters haki which was always said to counter devilfruit...who the hell knows.

I miss things like Rokushiki and Fish Man Karate being more of a cheating the world's already insane cartoon physics than a straight up magic system.
They are not shooting energy or willpower at people, they are somehow taking advantage of the air or water in the atmosphere and throwing that, or hardening muscles up until they are effectively bulletproof, etc. I thought it was more creative in the world having superpowers and martial arts that were really damn good at mimicking superpowers through moron physics and strengthening of the body.
