What? literally 1/4 of this manga is war nurse talking about how she wants to fuck Asuka and seething over other girls that Asuka is close.
Also, that wasn't even their first kiss, they both kissed girls and even each other before (but Asuka forgot this).
To be fair, a girl talking about how much she wants to fuck another girl and getting jealous at other romantic rivals doesn't mean she'll necessarily win. Even in series that are actually friendly to yuri.
War Nurse is one of the POVs of this story though, she is one of the protagonists rather than a recurring character (and Saya barely fits this definition since she comes back like every 4 or 5 volumes of the novels), to claim there is nothing yuri about it when most of the story is about a girl doing terrible things because she is in love and would do anything for the other girl is absurd.

Saya shows up every 1-2 volumes, but it's usually in a flashback or doing her own thing (usually bringing up how much she wants to fuck Elaina along the way). She only has a big meeting with her every 4-5 volumes.
And I wasn't saying it was never yuri either. I think it's pretty obvious from the story that's what the author intended. But we're still in a phase where what series get undeniable yuri ends is still mostly random. And I don't think that a clingy, perverted girl is a good indicator that yuri kiss/confession will happen.
She shows a lot more in the later volumes, at the first volumes she really took a while to interact again with Elaina, with the stories like the wall or the statue (which are honestly almost he same thing).
I think OPS Asuka isn't a good reference because it had as much chance of having a tragic ending with a lot of the characters dying, it wasn't really a romance series, though this also wasn't the only lesbian couple in the series either.
If I recall, the only other yuri couple in the series until the final few chapters revealed Mia/Francine was Abby and Brigadier. I don't think it's generally a good sign when only the yuri couples in series are on the villain's side. Maybe that one girl and boss lady could count, but seemed more like fanservice than a loving, equal relationship.
I mean, let's not act like the series didn't try to mislead the audience and war nurse by portraying Asuka interested in the school girl, yuri was all over the place in this series.
