Why do yuri subtext shows (like Love Live) often have no males of any kind appearing, but actual canon yuri shows (like Citrus or Bloom Into You) have no issues showing males?

because romance or romantic interests are an integral part of life so slice of life or moeshit will eventually veer into those interest too, either on purpose or because they need to pad runtime, and since they only have female characters they can only do yuri.

Chrono was always going to be paired with Ami. It's subtle, but it was set up from the first season. They did plan the ferret to be Nanoha's love interest as late as StrikerS, but once Nanoha started gazing longingly into Fate's kind, yet sad eyes, any chance of the fans accepting it went out the window. It just took them a bit to realize just how gay they wrote Nanoha.
