I never understood why they never did anything with Radditz. Shouldn't the brother of the main character, evil or not, come up more often? Is just another case of the Toriyama forgetting about his characters?

He was only Goku's brother for two reasons: to add yet another shocking twist to the alien reveal, and to give a self-explanatory reason as to why he knew where Goku was. That's it.
