Oda simply can't into pacing, his manga is now over 1 000 chapters yet he cannot make Luffy's growth believable simply due to how short of a time actually passed in-universe story wise.
I think a lot of it has to do with this obsession about keeping your shonen protagonist as a teenager or young adult, when in reality Luffy should be 30 by now to make his progression believable.
