The difference is that Kamui never lost anything truly meaningful to him. He was angry and has a chip on his shoulder but at the end of the day he's just your average pissed off prodigy.

Ragna was a fucking nobody. Lost the only person that made his existence mean anything. Then lost at his only shot at revenge but through sheer revulsion at losing even his anger he killed himself. Then he spent the next decade or so forging himself into a literal instrument of retribution all for that salty runback.

Kamui can't hope to match that with his coddled existence of just being a hybrid stuck in a fucked up war.
