Kuwabara's more like Krillin. He doesn't have a reputation like Yamcha. And Usopp is intentionally a weak coward - it's a part of his character and displayed in his design and behavior; Yamcha is a 6'4 desert badass with cool scars and a lady killer, yet he's a complete loser in the actual execution of the story. So Usopp's character does what it's going for, while Yamcha's doesn't. And so Usopp doesn't have the reputation of Yamcha.
Yamcha was always supposed to be a loser. He loses his first fight because he can't speak to women. What's your point? Dragon Ball manages to utilize its characters pretty well considering Goku is out of commission for half of Z and the other characters carry the show in the meantime. Read the manga again.
