I actually don't mind this trope as long as a series doesn't overuse it. It's a decent way to build up future enemies as long as it's handled correctly but as with most tropes that's usually not the case

Kinda worked in one piece so far, other shit aside.
Final ennemies are introduced in some way or another since forever.
I like that kind of thing, instead of "you kill the big bad but oh yeah there is a bigger bad, now".

Thing is One Piece "big names" don't always feel like they'll even be opponents, they're introduced as if they're a part of the world Luffy may or may not run into. When the Shichibukai were introduced you'd think Luffy would fight all 7. He's only fought 3, one is head over heels for him, another is his crewmate, the other is a slave robotman and the last one trained Zoro. Same for the Yonkou. Whitebeard was never an opponent and hell he even became a temporary ally. Who knows if he'll even fight Shanks. These "strong people" are not just there to be beaten. They just exist because thats how this world works.
