My point was that it makes some sense when Kishimoto hadn't yet developed the idea around the importance of the tailed beasts and their hosts, which is why it gets retroactively stupid when he did explore that theme, and Leaf had done fuck all with Naruto, as opposed to every other village where their Jincuuriki was either respected, or if not that, then at least developed into an efficient weapon.
