The only times she acts like a moeblob are the times when she is forced into areas where she is inexperienced, i.e., her experiences when shirou unexpectedly treats her like a girl and when she is feeling love for the first time. On the battlefield and in areas where she can actually use her experience as a battle-hardened king, you can very clearly see it. She is a mass murderer yes, but not out of random killing like you are making it out to seem, but rather a sense of duty that she upholds even as a heroic spirit.

In keiichi's case it was a traumitic experience that he felt he was forced to do, and push aside all his values in the process (his friends, moral values, etc) while saber killed others out of her own sense of duty to her kingdom, never betraying herself or going against what she believed in.
