Even if they finished it, it's doubtful Miura left detailed enough notes that they'd be able to replicate anything close to what he would have done.

I really dont think Miura knew where he was going with the series. A LOT of these japanese series clearly seem to start out with a premise, and continue developing the story along the lines of small chunks because they dont know if they will be allowed to continue the series due to publication.

It might be continued by Miura's editors and fellows that he trained. It would be like Conan the Barbarian continuing after Howard committed suicide.
The quality's never the same. The only series I saw got lucky was the Wheel of Time when Brandon Sanderson took over, who happened to become a really great writer in his own right.
Let's be honest, that kind of luck is a miracle.
Even then, still wasn't perfect. Lot of people complain / hate Sanderon's treatment of Mat, or instance. Personally I think Sanderson did a pretty solid job.

The fact they didn't outright cancel Berserk immediately when they have no reason not to should tell you enough. It's only a matter of waiting how many months/years for them to get on with it.
