Incredible character development. The king wanted to be talk no jutsu'd, something that would never have happened much earlier. The best part about it is that the hero refuses to comply with his diplomacy and just fights him, zero fucks given.

He was maturing, to be honest he had already transcended. He was a superior life form by all means, and evolved beyond meaningless violence. Tbh he did nothing wrong.

He was a tyrant because he is king. From the get go, he imposes his will upon others. He planned on taking over the world and exterminating mankind and didn't care what mankind had to say about it.
Similarly, he murdered all of the world's top talents in games as soon as he surpassed them on it. When his supremacy was proven and his skills improved, the people he kidnapped and that had no more use to him were disposed of like wet towels. He was completely uncaring of human life.
This is also why he was evil.
After Komugi impressed him, however, he began to change, and became something else. But "evil murderous tyrant" is perfect for who Mereum was even days prior.
