Karen makes her decisions to do generally tomboyish things of her own volition unimpeded by outside decision making.
Kanbaru's passiveness means all her decisions are made for her and she just sorta falls into it. She became an athlete because of the Rainy Devil, she became a pervert because of Senjougahara. Stuff like that which we attribute to Kanbaru's tomboyish nature are all just results of decisions made because of outside entities which is why she's a Tomboy (fake). That isn't to say she's not one but she's not the real deal like Karen and Kaiki likes his Tomboy (fake) better.
