How is this a battle of wits when it's so one-sided and unfair? One has far more resources and options than the other, add on to that an absurd amount of luck.
Because Light also actively wants to find L and kill him. He has magical cheats to find L, and L has a money and to some partial degree the police to find Light.

Also, WHAT HELP? Matsuda who is a retard? Light's dad who is a complete retard? The investigation team is so fucking retarded Light was able to listen to the two plotting against him just by putting his ear to the door (when they were agreeing to communicate with Near). Watari was the only real help and all he can provide is surveillance, having Watari doesn't equal 2 shinigamis, a loyal shinigami eyes-user, the Death Note, police information access, infinite charisma and luck, etc.

Partly because Light wasn't as smart as he thought himself to be and made major mistakes along the way, mistakes that were partially covered by shinigami bullshit but which ultimately led to his downfall.

Light has death gods which is literal cheating since they can't even be seen, can't be heard, can basically do any orders like dig up/bury death notes and burn them with a keyword. L can put on all the surveillance and spend money on buildings, hire more men, but quantity isn't quality. L's team is useless and are more of a liability except for Watari (who, again, can only do surveillance and nothing more than that) Light has: Misa who is inhumanly loyal with shinigami eyes also comes with Rem who Light can manipulate, Ryuk who does his bidding despite saying he's not on either side, connection with the police, 100% success rate of recruiting people to do his bidding, intellects on par with the best detective just because he's the protagonist, acting skills on par with a pro actor just because he's the protagonist. Also has very convenient luck such as L not noticing him writing down a name when they were both in a confined space, in the helicopter cockpit. When L has shown to always be wary of surroundings no matter what, even when his life was in grave danger during that Misa commotion scene he was still thinking of ways to snatch his victory. L has incompetent people working for him, buildings and more cameras aren't as good as Light's cheats.
