Just compare the first half of chapters to what we got now, back in the day i was able to make shit out that was happening, nowadays the panels are just a big mess or plastered with speech bubbles to get the story progressing.

it depends on how this will be implemented.
If this is his new default fighting styles and every fight from now on will be Popeye, yes, he jumped the shark.
If it's a temporary or one-time powerup that's more like Nightmare Luffy, no. But that's something we won't know for some time.
