Oda is making it all up as he goes. that is the nature of shonen manga. Gorosei parts in chapters 907 and 908 should have immediately been followed up by 1037, 1041 and 1044. Shanks has just clearly revealed to them Luffy ate the Nika fruit in 907.

It's pretty clear from the onset of battle that the gorosei expected the strawhats to get thrashed and Luffy to die anyway, so their priority was to secure Nico Robin and ensure that she wouldn't fall into pirate hands again. But once it became apparent that Luffy was not only still alive but potentially winning, and even Big Mom died, that's when the Gorosei realized that something really wasn't right and Nico Robin's whereabouts were no longer as important. They probably remembered Shanks telling them something about Luffy and his persistence was the confirmation that awakened those doubts and made them change priority.

something happened during the raid, mid battle, in chapter 1037 when we cut away, that completely changed their minds about luffy

They knew about a Legend. They had heard details about said Legend, but since 800 years had passed, they obviously didn't believe the legend -- as is made clear.
Being the somewhat cautious people that they are, they still continued their predecessors work; they even sent a CP9 agent as escort. However, how could they anticipate a Yonkou intervening?
After it happened, they locked Who's Who up because failure isn't an option, dismissed the Gomu as it escaping their grasp yet again, while still believing that it's all a bullshit legend anyway.
Even as time went on they never considered it real and the exploits of Luffy on his adventure (who is not only the Grandson of Garp but the son of Dragon, so being strong is almost expected) were considered just a another pirate being an annoying dickhead.
That's how I see it so far at least, but hopefully 1045 spoilers will give us more info. Or maybe future chapters.
