why is there almost never physical character development? It's usually couple of centimeters on stat sheet but they're drawn the same even as adults and just have different haircut

That requires kids or teenage characters that are still growing and the story to last for years. Most anime only last in-series for a few months or maybe a year that's why the characters don't grow. And the ones that last for years usually have timeskip so the growth is sudden from one episode to the next one. Attack No. 1 is the only anime I've watched that did this right. The girls were getting taller, their muscles more toned, their boobs bigger, their faces more refined and sharp as they were losing fat from their cheeks etc. and without having any timeskips.

Because artists doesn't want to change the character design that people already like to begin with. most series that are adapted into anime were popular enoughto get an adaptation, so it's safe to say that majority of the characters in anime are already well liked before and changing their design (especially doing a major change like making the character older) is pretty risky and can even make some people completely drop the series.
