Why do you think Gear 2/3 were invented? Because his other two major battles involved fighting two Logia's that were weak against his water and rubber. How do you go from there against non-Logia's without just the same type of fight's he had with Arlong and Krieg? He needed to up the ante to make the New World actually seem like it was a threat.

It really is nothing like Dragon Ball. Every crew member is still relevant in their own respect. The top baddy is always fought against by Luffy, the two best henchmen are fought by Zoro and Sanji, and the ones under them are fought by the rest. It's been that way since the very start.

No logia is invincible to non-haki users, you just need to be creative. Luffy managed to finagle his way past two (Croc with great difficulty, Enel by dumb luck)
Or you can just use or just plain old seawater - kind of suprised that pressurized seawater cannons aren't standard anti-DF weapons.
Honestly logia's arent even the worst offenders, you need haki as a defensive layer or else you can't have all sorts of interesting DF powers like Perona or Sugar because they would be an instant I-win button, in which case it wouldn't make any sense for powerful pirates like the Warlords or Emperors to exist - they get owned by DF rock-paper-scissors like everyone else.
