With the anime coming to an end in a couple of hours, the question remains: why wasn't it more popular?

Animation is mediocre as fuck. It needs slick gun fight scenes like you see in Black Lagoon

Because the anime is a bizarre mutt adaptation of both the manga and the game with the bad parts of both.

I didn't watch the previous ep did anything significant happen or do I just finish watching this last episode?

Dogshit animation, and laughably bad dialogue, is the short answer.
They should've summarised the game's chapters 0-9 in a high-quality OVA, and then started episode 1 of the anime with adapting the beginning of in-game chapter 10, to introduce the most relevant recurring characters and make it clear to viewers who the main baddies are and what sort of themes are explored.

What did they do instead?

Started off with chapter 0, but drew it out for an entire episode. It all went downhill from there. Truth be told, the Sangvis gynoids are shit antagonists. Dreamer and Parapluie-infected M16 are the only antagonists from the Sangvis faction that I can take seriously to any degree. Chad Yegor and the KCCO should've been introduced ASAP. And the pmc commander should've been a new character, not Gentiane.

Speaking as a somehow complete anime-only: the show didn't feel that good. There weren't enough cute guns, there wasn't much beyond pew pew duels almost every episode, the little plot wasn't too interesting and there wasn't much (if any) tactical genius shikikan. The only big points of interest were the mechabare (which wasn't very consistent, sadly) and the OST.
Not trying to compare things too much to other gachas but doing it anyway, Azur Lane's anime was very mediocre, but it managed to convinced me to try the game out and I'm still playing it. Meanwhile the GFL anime didn't really do much for me.
As for the girls, SOPII was my favorite one that had decent amounts of screentime, and Uzi had my favorite design.

Aggressively mediocre seems to be the general consensus. And yes, soppo is toppo.
