Why does Oda shamelessly act like these are main topics the manga always possessed? Slavery was hardly a thing in the first 300 chapters and One Piece wasn't even meant to be last that long. Luffy literally hated the idea of being a hero and just wanted to do his thing, and now he literally is nothing but a hero and talking about saving these shitty weeb villagers.

It comes up from time to time, but it's not really a focus, yet. And though some abuses are implied, this is a very tame manga, it's not explicit if you're looking for any sort of abusive turn ons.

Not necessarily, although slavery and racism DO exist in One Piece world.
One Piece is about being brave enough to stand up for your dreams even in the face of overwhelming oppression

Buggy literally held a town hostage at the start of the series. And then you had Axe Hand Morgan abusing his status as a marine and holding a town hostage. Thematically, Luffy has been liberating people from tyrannical rule since the start.

He still doesn't view himself as a hero. Even in the timeskip, he told Jinbei that being a pirate means acting out of selfishness whereas heroes act out of selflessness. And Luffy would rather be selfish.

His main goal in Wano is suprassing Kaido. Freeing the country would be a result of defeating Kaido, but Luffy never set foot in Wano with the intent of saving it. It's all about usurping Kaido. He doesn't hate Kaido for taking over Wano and has enjoyed their fight. Even in 1044, Luffy doesn't hold a grudge against Kaido. If Nika is a hero who intentionally goes out of his way to free slaves, then that's a big difference between the two guys. It's almost as if scenes like pic related will become later on. Whatever prophecy that the wielder of Nika's fruit has to fulfill won't be fulfilled by Luffy because his outlook of life is different from Nika. Nika is a hero. Luffy is not.
