Mikasa is magic and evades every bullet despite fighting people equally skilled as her not titans, people who now have guns, the japs of the show are also now magic and can not be killed with skilled fighters shooting at them with guns.

The plan to invade Paradis was only conceived with influence from Zeke who was a bad actor on the part of his own plans. There could've been another solution that allowed them to reintegrate, but it never came to fruitiion because the people responsible made it lead to an unnecessary genocide which was needlessly cruel and harmful to the entire world's ecosystem at large.
